Wayne L. Mowery, Jr.

Wayne L. Mowery, Jr. is the Director of Compliance and Export Compliance Officer (ECO) for Penn State, reporting directly to the Office of Ethic and Compliance and the Office of Sponsored Programs. As the ECO for Penn State, Wayne is tasked with the continued development, implementation and support of a University-wide Export Compliance Management Program designed to facilitate and monitor institutional compliance with all applicable U.S. export control regulations, including, but not limited to, export regulations promulgated by the U.S. Departments of State, Commerce, and the Treasury. In addition to his administrative duties as ECO, Wayne regularly provides educational programs to University faculty, staff and students regarding the significant impacts of such export control regulations on the educational and research mission of the University.

Prior to joining the Office of Ethics and Compliance as ECO, Wayne worked as a Senior Negotiator and the Chair, Export Control Compliance Committee within the Office of Sponsored Programs (“OSP”) at Penn State. As a Senior Negotiator, he was tasked with negotiation and processing of significant research contracts and grants supporting Penn State’s extensive research efforts.  As Chair of the Export Control Compliance Committee within OSP, he was responsible for reviewing, evaluating and managing the export control sensitivities of a major research environment, in order to minimize the risks to the University which may arise as a result of the operation of Penn State’s research endeavors.

Before his employment at Penn State, Wayne spent fifteen years as a practicing attorney in central Pennsylvania specializing in the representation of Colleges, Universities and Businesses in the areas of Intellectual Property, Research Contracting, Government Contracting, Export Compliance and Privacy Law.

Wayne is a 1993 honors graduate of Dartmouth College with an AB in Government/History, with a focus on Eastern-European and Slavic Governments, Social Structures and History.  Wayne earned his Juris Doctorate with honors from The Dickinson School of Law in 1997. During his time at The Dickinson School of Law, Wayne served as Editor-in-Chief for the 101st Volume of The Dickinson Law Review, one of the oldest continuously published legal journals in the United States.  Wayne is currently admitted to practice law in the Commonwealth of Pennsylvania.  Wayne holds certifications/accreditations as a Leading Professional in Ethics and Compliance (LPEC) from the Ethics & Compliance Initiative and as an Export Compliance Professional (ECoP®) in both the ITAR and the EAR from the Export Compliance Training Institute.  Wayne is a FAA certificated Private Pilot, a practicing musician and an avid sports fan.
